Anglo-French dual control was re-established in November 1879, and officials such as Evelyn Baring and Auckland Colvin effectively governed while army disaffection grew into the movement led by Ahmed Urabi. In July 1882 the British admiral threatened to bombard Alexandria's forts; Tawfiq refused to leave, saying he was still Khedive and would remain with his people in the hour of danger, and he escaped an attack on his palace during the bombardment. After the Battle of Tel el-Kebir he accepted the position of a constitutional ruler under British guidance, consented to abandon the Sudan in 1884, and took a close interest in irrigation, education and justice; he also closed the court's harem quarters and sold his father's female slaves.
