Summary
Life
Hammouchi was born in Taza in 1966 and graduated in law from Sidi Mohamed Ben Abdellah University in Fez 1. In 1993, at twenty-seven, he joined the General Directorate for National Security and was assigned directly to the Directorate of Territorial Surveillance, then under Interior Minister Driss Basri 1 2.
Work
Hammouchi specialised in analysing Islamist movements and jihadist networks, worked on the investigations after the 2003 Casablanca bombings, and in December 2005 became head of the DST, later renamed DGST, adding the national police directorship in 2015 1 2. His tenure has drawn controversy: French judicial attempts in 2014 to question him over torture complaints by ACAT-supported complainants caused a diplomatic rupture with France, and the 2021 Pegasus Project identified the DGST as Morocco's user of the NSO spyware, which Morocco denied purchasing or using 1. He led Morocco's delegation to the Interpol General Assemblies in Glasgow in 2024 and Marrakesh in 2025, and holds decorations from Morocco, France and Spain 1 2. No text read for this record names a faith for Hammouchi himself, so his faith is recorded as unknown 1 2 3.
