Muhammad ibn Yusuf al-Thaqafi
محمد بن يوسف الثقفي
Al-Hajjaj ibn Yusuf's brother; appointed over Yemen by him he governed badly, wronged the subjects and seized people's lands unlawfully — among them al-Hurja — and imposed on the people of Yemen a kharaj made into a fixed wazifa; when Umar ibn Abd al-Aziz took office he ordered his agent to abolish the levy and content himself with the tithe, saying 'by God, that not a handful of katam should reach me from Yemen is dearer to me than confirming this wazifa'; when Yazid ibn Abd al-Malik took office he ordered it restored.

Overview
Muhammad ibn Yusuf al-Thaqafi, brother of al-Hajjaj ibn Yusuf. Al-Hajjaj appointed him over Yemen. Al-Baladhuri says that he behaved badly, wronged the subjects, took people's lands without right, among them al-Hurjah, and imposed on the people of Yemen a land tax that he made into an office over them. 1
The reversal
When Umar ibn Abd al-Aziz came to power he ordered his governor to cancel the office and keep to the tithe. The report says that he said that a handful of the Kutham not arriving from Yemen to him was dearer to him than the establishment of this office. When Yazid ibn Abd al-Malik came to power, he ordered it restored. 1
